Functions of the Mayor

The functions of the Executive Mayor as set out in the Municipal Structures Act are amongst others:

•    Recommend to the municipal council strategies, programmes and services to address priority needs through the integrated development plan, and the estimates of revenue and expenditure, taking into account any applicable national and provincial development plans and
•    Recommend or determine the best way, including partnership and other approaches, to deliver those strategies, programmes and services to the maximum benefit of the community
•    Monitor the management of the municipality’s administration in accordance with the directions of the municipal council.
•    Oversee the provision of services to communities in the municipality in a sustainable manner

Speaker: Siyanda District Municipality


 The Speaker has the following functions  
•    The speaker presides at meetings of the council
•    Must ensure that the council meets at least quarterly
•    Must maintain order during meetings
•    Must ensure compliance in the council and council committees
•    Must ensure that council meetings are conducted in accordance with the rules and orders of the council

The Council

The Siyanda District Municipality has 18 councillors; 10 of them are ward councillors and the other 8 are proportional candidates elected to represent political parties on the basis of proportional representation. The council is responsible to provide overall political leadership and accountability to communities and stakeholders through implementation of sound policies and programmes. This must ensure that the decision-making processes provide a balance between a speedy, transparent and efficient decision-making process as well as meaningful participation of citizens and other stakeholders. It must ensure provision of quality service delivery at a reasonable cost while preserving the environment and natural resources.
Siyanda District Municipality is situated in the Northern Cape and covers an area of +-120 000km2. It consists of six local municipalities, Mier, !Kai! Garib, //Khara Hais, !Kheis, Tsantsabane and Kgatelopele. The District Management Areas (DMA’s) of Siyanda District Municipality exists mainly of areas in the Kalahari, private farmlands in the Kenhardt and surrounding areas as well as the Riemvasmaak Community. The municipality in accordance with the Municipal Structures Act has the following Committees in place:

*   The Institutional Development Portfolio Committee
*   The Social Economic Development Portfolio Committee
*   Infrastructure Development Portfolio Committee
*   Good Governance and Public Participation
*   Municipal Financial Viability
*   Performance Management System Portfolio Committee (Chaired by the Executive Mayor)

The Chairpersons of the above portfolio committees and the Speaker make up the mayoral committee which is chaired by the Executive Mayor.
The Mayoral Committee has the responsibility of monitoring the management of the municipality’s administration in accordance with the policy directions of the council and also to oversee the provision of services to communities in the municipality in a sustainable manner.

Our Vision

In June 2009 the Council of Siyanda District Municipality adopted a new vision for the municipality. The previous vision “To be a model economically developed district where there is quality of life for our citizens” has been changed to “Basic Services for all.”

The new vision encompasses in one sentence what Siyanda District Municipality is all about. In this time when citizens are eager for services to be rendered, we say that we make it our business to render services to all citizens of the district. 

Our Mission

To enhance economic development for the benefit of the community of the Siyanda district area. We do this by creating and maintaining an effective administration and a safe environment to attract tourists and investors.
