Office of the Municipal Manager

The Municipal Manager as head of administration is responsible and accountable for tasks and functions as provided for in section 55 of the Systems Act, other functions and tasks as provided for in legislation, as well as functions delegated by the Executive Mayor and Council.
The Municipal Manager:
a)    Is the head of the administration and is responsible for the effective day-to-day running of the administration of the Municipality.
b)    Should ensure the documentation of the delegation of functions or tasks to appropriate levels of staff in the employ of the Municipality. The Municipal Manager is responsible for the execution of resolutions taken by the Council and any other delegated body.
c)    Plays a prominent role, together with the Mayoral Committee, in building, maintaining and enhancing sound relationships between the Council and the administration.
d)    After consultation with the Executive Mayor and Speaker ,must ensure, that a proper and effective committee service responsible for the agendas and minutes is in place for the Council, Mayoral Committee and any other political structure of the Municipality.
e)    Must also ensure committees meet on a regular basis and submit reports to the Mayoral Committee timely.
f)    Receives reports with recommendations from the Departmental Heads on all matters that must be handled by any committee or the Council in terms of these delegations:
g)    Those matters, for which specific committees have been established, are referred to such committees for consideration and report.
h)    Those matters, for which a specific committee has not been established, are referred to the Mayoral Committee for consideration.

The Municipal Manager is required to lead and direct the administration aspects of the municipality and account to the municipal council so that economic growth and development is facilitated, poverty is alleviated, an effective service is delivered to stakeholders and the long term sustainability of the municipality is ensured within the requirements of the relevant legislation.
The office of the Municipal Manager consists of the Municipal Manager and three directors: Director: Corporate Services, Director: Finances, Director: Technical Services and Director: Municipal Support. The Directors in turn head their directorates and within those directorates are managers and unit supervisors.

Our Vision

In June 2009 the Council of Siyanda District Municipality adopted a new vision for the municipality. The previous vision “To be a model economically developed district where there is quality of life for our citizens” has been changed to “Basic Services for all.”

The new vision encompasses in one sentence what Siyanda District Municipality is all about. In this time when citizens are eager for services to be rendered, we say that we make it our business to render services to all citizens of the district. 

Our Mission

To enhance economic development for the benefit of the community of the Siyanda district area. We do this by creating and maintaining an effective administration and a safe environment to attract tourists and investors.
