MUNICIPAL SUPPORT (Director: Mr. J.G Lategan)

This Directorate is responsible for rendering support to the local municipalities.  The district municipality and the local municipalities within the area of the district municipality must co-operate with one another by assisting and supporting each other.
The local municipality may request the district municipality to provide financial, community and corporate support services to the extend that we have the capacity to provide such support. This directorate has the responsibility of ensuring that there is coordination of support services.
The Directorate municipal support has as one of its units the Integrated Development Planning unit which compile the IDP for the district as a whole, including a framework for integrated development plans of all municipalities in the district. This directorate also has the responsibility of promoting tourism in the district and as such the tourism unit is within this directorate.
The Units that fall under this directorate are:
•    Integrated Development Planning Unit
•    Local Economic Development
•    Tourism
•    Disaster Management
•    Performance Management:

     Performance Management is the setting and measurement of desired outcome and activities of an
     organization, its individual components and its staff.

     The Service Delivery and Budget Implementation Plan (SDBIP) seek to promote Municipal
     accountability and transparency and is an important instrument for service delivery and budgetary
     monitoring and evaluation. The departmental SDBIPs contain performance plans of senior managers.
     The performance plans were formulated in terms of the IDP sector plans and the operational
     mandates relevant to each department. The performance plans forms the basis for the signing of the
     annual performance agreements of the Municipal Manager and senior managers.
